2019年7月30日，赛迪研究院发布了第13期赛迪全球公有链技术评估指数，对全球37条公有链从技术维度进行综合考量。指数发布从上期开始由每月发布调整为每两个月发布。
榜单结果显示，全球三大Dapp平台EOS、以太坊、波场领跑前三，得分分别为153.1,148.6和138.2，Dapp平台势力形成的第一梯队得分领先明显。排名第4位至第10位的分别为纳世链、公信链、比特股、本体、NEO、斯蒂姆链、cosmos。比特币在37条评估公有链中排名第11位，较上期上升1个位次。
在综合指数方面，NULS纳世链排名飞跃，从上一期的第15位到当期第4位，排名提升了11位，公信链GXChain通过优化智能合约编译工具gxx, GXChain智能合约模板升级，综合排名从第9提高到第5位。其他排名提升较快的公有链有以太经典，科莫多，达世币和Tezos。
在基础技术分项指数方面，EOS位列榜首，波场、公信链、以太坊、比特股分别处于第二、三、四、五名。基础技术指标排名上升幅度大的有Verge、以太经典、纳诺和量子链。总体基础技术指数平均值较上期有略微减少。
在应用性分项指数方面，前五名依次为以太坊、NEO、星云链、波场、本体，同上期榜单相比，应用性指标榜单前五名没有任何变化。
在创新力分项指数方面，排名前五名的分别为比特币、以太坊、EOS、cosmos和莱特币。创新力方面，纳世链、莱特币、科莫多、达世币排名提升幅度较明显。
本期技术评估的对象除全球知名的35条公有链外，新增了两条公链，分别是Cosmos和Zilliqa。Cosmos是伯克利 Tendermint 团队于2016年推出的区块链跨链项目，允许大量自主且易开发的区块链互相扩展和交互，从而构建区块链价值互联网。Cosmos提出了知名的跨链创新解决方案，有望打破价值孤岛，解决链上价值流转问题。Zilliqa提出了交易分片技术（Transaction Sharding），提升了交易性能；此外，Zilliqa使用全新的智能合约语言Scilla来防止Sollidity中常出现的安全漏洞，更加便于进行形式化验证。两条新入选的公链在本期榜单中分别位于第10位和第24位。
评估模型与上一期保持一致，依然从基础技术、应用性和创新力三个主要方面进行评估。基础技术主要评估公有链的技术实现水平，主要考察点包括公有链的功能、性能、安全性以及去中心化，分项指数占总指数的65%。应用性主要评估公有链支持实际应用的综合水平，考察内容包括节点部署、钱包应用、开发支持与应用实现四个方面，分项指数占总指数的20%。创新力主要考察公有链的持续创新情况，考察点包括开发人员规模、代码更新情况和代码影响力，分项指数占总指数的15%。
根据数据分析得出，过去的一个月中，37条评估公链的代码更新仍在持续，多个公有链发布重量级主网更新。
据悉，赛迪全球公有链技术评估指数由赛迪（青岛）区块链研究院发布，评估工作由赛迪区块链研究院组织实施，赛迪智库（信息化与软件产业研究所、网络安全所）和中国软件评测中心共同参与。

30th, July, 2019, CCID released the 13th global public chain technology evaluation index, having a comprehensive assessment on the technology of 37 public chains. Index publication has been adjusted from once a month to twice a month.
List demonstrates that the global leading Dapp platforms–EOS, Ethereum and Tron rank the top three places, with scores of 153.1, 148.6 amd 138.2 respectively. Therefrom, the scores of the first ladder of Dapp platform largely exceed the rest. Nuls, GXChain, Bitshare, ONT, NEO, Steem and cosmos hold the places from the 4th to 10th. Bitcoin ranks at the 11th of this index, one place higher than that of last release.
On the composite index, the position of NULS leaps from 15th of last release to current 4th, climbing up by 11 places; Meanwhile, by enhancing of smart contract compiling tool, gxx, and upgrading of its smart contract model, GXchain raises its composite place from the 9th to 5th. Other quick climbers include ETC, Komodo, DASH and Tezos.
On the basic technology index, EOS occupies the top place, followed by TRON, GXchain, Ethereum and Bitshare in successive order. In this index, Verge, ETC, Nano and QTUM achieve much higher positions. The average of overall basic tech index shows slightly lower than that of last release.
On the index of applicability section, the top five are Ethereum, NEO, Nebulas, TORN and ONT. Compared with last release, no change has made among the top five on this index.
On the index of innovation section, the top five are Bitcoin, Ethereum, EOS, cosmos and Litecoin. On this section, NULS, Litecoin, Komodo and DASH surmount more candidates, ranking on much higher places.
This tech assessment also adds two public chains, in addition to 35 global noted public chains. They are Cosmos and Zilliqa. Cosmos was launched by Tendermint basing in Berkeley, it’s a cross-chain programme on block chain, allowing coextension and interaction among a large amount of block chains, so as to build a value internet for block chains. Cosmos provides the famous cross-chain innovative solution, which is expected to break out value isolation, solving on-chain value liquidity issue. Meanwhile, Zilliqa came up with Transaction Sharding, improving transaction features; Moreover, Zilliqa adopts a brand new language of smart contract to avoid high frequent security bugs, this creates a more convenient way to complete formalized verification. These two new additions rank on 10th and 24th respectively.
Evaluation model keeps the same with last release, still focusing on basic tech, applicability and innovation. Basic tech puts emphasis on the level of implementation of public chains, major concerns on four aspects — node deployment, wallet application, development support and the implementation of applications. The this section occupies 40% of the overall index. And the innovation inspection focuses on continuous innovation of these public chains, with concerns of the scale of developers, updating status and impact of codes. This section occupies 15% of the overall index.
Statistics shows, during the last month, the code renewal of these public chains assessed are still in progress, and several public chains launch major updates in mainnet.
It is reported that CCID Global Public Chain Technology Evaluation Index is released by CCID (Qingdao) Blockchain Research Institute, and the evaluation work is organized and implemented by CCID Blockchain Research Institute. CCID Think Tank (informatization and software industry research institute and network security) and the China Software Testing Center participated.
